Senatul României a adoptat bugetul propriu pentru anul 2026, în valoare de 279.855 mii lei, și a stabilit procedurile pentru sesizarea Curții Constituționale. De asemenea, au fost dezbătute și adoptate mai multe proiecte de hotărâre europene, consolidând angajamentul României față de politicile UE.
The Senate of Romania, during its second ordinary session in December 2025, held on 22 decembrie 2025, approved its budget for 2026. The proposed budget amounts to 279.855 mii lei, covering both commitment and budgetary appropriations. Key allocations include 186.296 mii lei for personnel expenses, supporting 134 senators and 649 staff members, 36.969 mii lei for goods and services, and 25.200 mii lei for social assistance. The budget for the Centrul de Organizare și Promovare Evenimente, a tertiary spending unit, is set at 6.400 mii lei for both revenues and expenditures. The budget was adopted with 76 votes for, 29 against, and two abstentions.
The Senate also established the procedures for senators to exercise their right to challenge laws at the Curtea Constituțională, in accordance with art. 15, alin. (2) și (3) din Legea nr. 47/1992 on the organization and functioning of the Curtea Constituțională. The deadline for challenging laws is două zile for those adopted under urgent procedure and cinci zile for those adopted under ordinary procedure, calculated from the date of deposit or announcement (22 decembrie 2025). Several laws adopted by the Camera Deputaților on 23 decembrie 2025, are subject to this procedure, including modifications to Legea nr. 446/2006 on population defense, Legea învățământului superior nr. 199/2023, Legea învățământului preuniversitar nr. 198/2023, Legea poliției locale nr. 155/2010, and various emergency ordinances related to culture and European funds.
Furthermore, the Senate debated and adopted several European legislative proposals and communications, demonstrating România's active participation in UE policy-making. These include:
- A proposal for a Council Regulation amending Regulamentul (UE) nr. 904/2010 regarding access of the Parchetul European (EPPO) and the Oficiul European de Luptă Antifraudă (OLAF) to VAT information at the Union level (COM(2025) 685 final).
- The Comisia Europeană's Communication on the 2026 Commission Work Programme, focusing on climate change, decarbonization, green technologies, migration, European industry, and Ucraina's involvement in European defense industry (COM(2025) 870 final).
- A proposal for a Regulation of the Parlamentul European and of the Consiliu establishing the Single Market and Customs Programme for 2028-2034 and abrogating Regulamentelor (UE) 2021/444, Regulamentelor (UE) 2021/690, Regulamentelor (UE) 2021/785, Regulamentelor (UE) 2021/847 and Regulamentelor (UE) 2021/1.077 (COM(2025) 590 final).
- A proposal for a Regulation of the Parlamentul European and of the Consiliu amending Regulamentului (UE) 2023/1.115 concerning certain obligations of operators and traders (COM(2025) 652 final).
- The Joint Communication on the Pactul pentru Mediterana (JOIN(2025) 26 final).
- The Joint Communication on Maintaining Peace – Defence Readiness Roadmap 2030 (JOIN(2025) 27 final).
- The Comisia Europeană's Communication on the Strategia de alfabetizare financiară pentru UE (COM(2025) 681 final).
- The Comisia Europeană's Communication on the Strategia pentru reînnoirea generațiilor în agricultură (COM(2025) 872 final).
The Senate also approved the extension of the debate and adoption period to 60 de zile for the legislative proposal to amend art. 43 din Legea nr. 411/2004 on privately administered pension funds (L480/2025).
